You know all that road construction on Interstate 90? All the asphalt they were grinding off was being hauled to GLMF.
As to the size of the rocks. Trust me. After a wet spring and some traffic on that stuff it will all sink into the mud and set up a good permanent base that can be topped with smaller stone / gravel / whatever they want.
My wife thought I was insane when I had #4 slag hauled in for our driveway (this stuff is bigger than the rocks along railroad tracks). Didn't take long at all for it to disappear into the ground. But it did a great job of stabilizing things.
